Ucla: Fa on-time status appeal

Hello guys,

So my EFC = $0, yet my ePAN only awarded me Pell Grant, with the rest of cost made up with Stafford loans and Parent PLUS loans. Since I do not have a speaking relationship with my parents (nor would they have the credit necessary to even qualify for the PLUS loan anyway), there is basically no way I can attend UCLA under these conditions, since the PLUS loan is suppose to cover $17,413!

The reason for this, is because I submitted my FAFSA to UCLA on 03/14/2011 - 12 days after the 03/02/2011 deadline. I wanted to submit it sooner, but I wasn't able to because I needed an electronic signature from one of my parents. But because I can't reliably contact my parents, let alone get the sensitive information needed to provide the FAFSA signature (PIN), I wasn't able to file on time.

I contacted the UCLA FAO, and the representative (a badly trained student worker most likely), and she advised me to submit an appeal for on-time status. She also indicated the appeals for incoming transfer students would be evaluated shortly after the June 1st SIR deadline. I thought this was reasonable, and I hung up believing I could find information online.

Evidently, there is no "on-time status" appeal form online; only an appeal for satisfactory academic progress (see here, UCLA Financial Aid Office - Forms | Petitions | Verification Forms). I can't find any other information on their website, either.

Does anybody have experience with this? Preferably a former student that experienced my situation. If I can't attend UCLA because of the relationship with my parents, I'd be crushed.

This sucks… :(
