UCLA student trying to transfer to Rice

I know this is probably a typically asked question, but I've been wanting to go to Rice since middle school. I applied as a freshman and didn't get in, so now I'm trying to transfer from my current school, UCLA, to Rice.
I currently have a 3.5 GPA, have taken many competitive classes since I am pre-med/psychobiology major, and I have about 200 hours of volunteering and a quarter of research experience. I am also in two extracurriculars that I dedicate a lot of time towards.

I additionally have a 34 ACT, and relatively decent rec letters (it's hard to get close to profs in such a huuuge campus)

I know Rice doesn't offer very many spots to transfer students. Do I have a chance, being out of state? I don't have a 4.0, but I also go to a very competitive school. Please let me know what you think and what I can do to improve my chances!

Oh and I'm applying to be a junior transfer, btw

Thanks a lot!!!
