UCLA Supplement for Admissions?

The weirdest things happen in life I guess, but I've recently (2 weeks back) received a supplement from UCLA. I did my research just like all curious teenager, and found out that the supplement are sent to borderline students. Considering my academic GPA, I'm not even close to being sup-par.

3.34 GPA unweighted
3.69 GPA weighted
19 on ACT
120/523 class rank

Although , my grades are terrible... I'm am a minority, yet sadly affirmative action is no longer in the UC system. I devoted a lot of time to my community, over 400 hours and I do sports and work 30 hours in order to help my family. My question is, why would UCLA send me a supplement if I'm not even close to their range in stats, why not the rejection pile?

Any comments, concerns and suggestions are welcomed

Well, obviously consider you a borderline student. If your essays and teacher recs were great, I’m sure they would consider you without automatically sending your app to the rejection pile. I think it would be incredibly stupid for you to not fill out the supplement because you don’t think you can get in.
