So you don’t have that much information in your post however from what you’ve said. I think i would make a better response if I knew some more info including unweighted GPA. (if you comment below ill repost)

Always the #1 question, can you afford the $55K/year to attend? You will get little to no FA as an OOS applicant.

Once I become a CA resident, the cost will be significantly less, which is why I am considering applying next fall.
@krobertpeterson: Establishing California residency is not that easy. Either your parents have to live in California or you have establish yourself as an independent student. See link for more information:

Coming in for educational purposes to California almost “guarantees” that you will be paying full fees for all four years. California taxpayers’ fund the UC’s and, OOS students have to fund their own educations for all 4 years.
