MY SAT score is not so good(verbal 590), I was neither competitive nor self-motivated 2 years ago, and I took my initiative in learning starting junior year and that late start got me pretty bad. I am a much harder working person now. should I incorporate these information in my personal statement?

UCM probabily isn't a super safty since they can only admit a few hundred students. You shouldn't assume what their admission standards will before they actually open.

I think all of those are pretty safe. I would try applying to something a bit more difficult like USC. (University of Southern California). A large part if how many of those were AP, and how many were college level. The more college level courses, the better you will seem. When writting an essay (if required). Mention that you were in ESL in 9th grade and that this is only your 5th year in the United States. Calculus in 10th grade is good if you are from California, would be average/a little bit above average if you came from the Midwest. Would be above average if you came from the East Coast.

I would imagine mentioning the xth year in the U.S. as being redundant, since that's what ALL immigrants are instructed to write (including all the immigrant Asian students from Uni High, Irvine) Having high language/science/math grades and scores and RELATIVELY low verbal/writing grades and scores doesn't really make you stand out. It's almost expected, to say the least...

merced guarantees admission to all ELC applicants

The SAT is not where you need it to be, and the UW GPA is great, but not uber.

Your EC's are impressive and I hope you made mention of how often you have moved in five years. That will mitigate some of the poor scores.

Overall, I think yoour chances are:

UCB: Reach (SAT will get ya)
UCLA: Slight Reach (SAT again, but less so due to your major)
UCSD: Match (this is your school)
UCI: Safe Match (this is your school)
UCM: Safety (why?)
