Uconn admissions advice please

I'm an in state senior unsure of when I am going to apply. I'm hoping to gain some insight about when I should apply based on my gpa/scores/ec's/life story

My gpa is quite low for Uconn. (I know this)

My gpa is a 2.8 UW (Since I was a freshman, it has increased substantially. Especially my junior year grades)

Sat's are a 1320 (1600) 710 math and 610 reading.

Volunteer fireman, played track for three years, vigorously involved with my family's landscaping business, 200+ sporadic volunteer hours, peer mentor to incoming freshmen but most importantly constantly striving to improve my life.

I don't believe in excuses, but my youth was very challenging. I don't want this to be a sob story, so i'll make it short and sweet. Police were constantly in and out of my home due to my brothers run ins with the law. My parents constantly fought over my custody since day one of their divorce. I was overweight and I was depressed for years. On my 16th birthday, I decided to make a change. A complete 180 degree change in displacement. I lost 35 pounds and bumped my GPA from a 2.5 to a 3.4 and constantly strove (and still do) for success.

Question:
Should I apply on December 1st and only include quarter 1 grades, or apply the very last day of RD and submit my semester one grades to improve my chances of acceptance? (Excelling in both AP physics/calc)

If it helps, my major is CSE (Computer Science and Engineering)

TLDR (too long didn't read);

2.8 UW
1320 SAT's (1600) 710 math, 610 reading
fireman, track, family business, 200 volunteer hours, peer mentor
I hated myself. Lost 35 pounds. Improved grades.
Improved quality of life solely for myself

Wait for quarter 1 grades or semester 1 grades?
