I got admitted to under graduate UCR Business Admin program with a $5000.00 scholarship per year. I also got into UCI Engineering program. Also, I am unable to decide between Engineering or Business major.
If I were to chose Engineering major UCR would let me change it to Engineering and still offer me the scholarship. Should I go with Engineering or Business ? I know UCI is better but is it worth giving up the scholarship at UCR?

There are many questions you need to ask yourself.

1) The tuition in state for UCs is a "mere" $8000 (give or take a few hundred, I forget the exact figure) compared to private schools. I personally believe UCI is the better school (and many would agree with me on this on various accounts). Is financial aid a big issue for you? $20,000 is quite a bit but it depends on your priorities.

Wherever you go, you can always make the most out of your situation. I am proud to say that once I graduate from UCI this june, I will be in a better financial situation than the average Wharton Graduate. I am sure I could state the same thing if I attended UC Riverside as well. It's just what you make of it.

2) Where do you want to work after college? UCI has a solid engineering program. It's school is named after Samueli, the Founder of Broadcom (and Broadcom almost always recruits from UCI as a first priority). He, along with many tech companies, believe in the caliber of students at UCI. You may also know that UCI is in the heart of a growing tech environment, where as UCR is not (UCR is in the middle of a growing housing marketing though ;)). The location of a school does play a big factor in where you end up working post graduation. The proximity to companies should be a factor for you, especially in a field like engineering or business.
