What are my chances at the UCs, USC, NYU, and BC?
any constructive criticism appreciated!

Did you receive a letter before the end of last year informing you of being possibly chosen for ELC? If not, I don't think you have a great shot of being top 4%, especially with your GPA.
UCI/UCD/UCSB/BC-Match/Safety
2000 isn't going to be enough to get into UCLA/UCB with your GPA. SAT IIs don't look too hot either. Try to get your SAT up to 2100+, and your SAT IIs to 750+. Your ECs look a little weak, although the number of CS hrs will probably help.

Rank is like the most important thing for UCs except for UC GPA. At my school, UC Berkeley always accept the top 10 of the class and a few more people in the top 5% or so.

Peppers, do you know when you're supposed to get your ELC letter? My school had me fill out a paper at the end of the year, and my rank is current in top 4% (10 / 357), so do you know when I'll receive that letter?

Well according to the UCSD point system, which most/all UC's follow in one form or another, the amount of points awarded for rank (ELC-wise) is preceded by GPA, SAT scores, # of A-G Courses beyond requirement, and good EC's. Granted it does affect GPA tremendously, but if you don't have ELC, you're not necessarily out of the picture for top UCs.

At our school, I do believe the ELC just came in as "you have your # to input for the online app" from the counselor.

A good school-related EC demonstrates leadership and commitment. Your Interact presidency is good, but you were only president for one year. Some of the other clubs have commitment, but not that much leadership. Overall, your ECs aren't impressive, but they're not bad either. If you could get a presidency or two, that would help, but not much can be done now.
You shouldn't have to worry about the privates on your list that much. Your scores are more or less adequate.

Berkeley: reach (GPA weak, scores a little below average, ECs bland)
UCLA: slight reach - reach
UCSD: match
UCD/UCI/UCSB: match - safe match
UCR/UCSC/UCM: safe match - safety
USC: match
NYU: match - safe match
BC: match - safe match
