UCSB electrical engineering vs RPI engineering undeclared

I plan to sir next week but am still wavering between the two. I know RPI has a much smaller campus, and high prof to student ratio. I tend to prefer private school over public school for that reason, but the engineering program of UCSB seems to outrank that of RPI by a lot. FYI, I also got waitlisted by Carnegie Mellon and if I can’t get off the waitlist, I plan to transfer to CMU if possible. RPI is considered a peer school by CMU, so I’m wondering if the chances will be higher if I go there.
