I can’t find any stats on out of state transfers for UCSB. What is the acceptance rate? Mean GPA? How difficult is it?

UCSB does not separate out OOS stats from in-state stats in regards for Mean GPA etc. I suggest you check the common dataset for more information.
Their TAG threshold will also give you a feel for what they expect (classes and GPA) for your major. You’ll want to comfortably above the threshold as an OOS applicant.
