Hi, today i got a card in the mail from UCSB saying i was accepted to the chancellors reception.
Does this mean I am accepted? it said it was “honoring top applicants”??
Yes.
Although UCSB states this is not an offer of admission, only in very very rare cases has a Chancellor Reception invitee not been accepted. Congratulations!!!

Two years ago, we went to the Chancellors Reception in San Jose. The first thing that Henry Yang, the Chancellor of UCSB, said was that every student in the audience was accepted to UCSB.

If your parents can’t afford UCSB then it may not be a good choice for you. The UCSB Financial Aid office says
This means that the annual $30K OOS fee will only be offered as a loan. And the UC system says “UC will help you receive any federal financial aid for which you are eligible, but very limited UC financial aid is available to help cover the cost of your education.” They may offer you a merit scholarship but even at best it won’t cover any of the OOS fee.
Please have a serious talk with your parents about the family finances. On your own you can only get about $12K/year in loans, anything else will require a cosigner. And as you can see with a little research, going deeply into debt that can never be discharged can hang a money cloud over the rest of your life.
agree with everything @mikemac says, although I thought the loan amount for a student on their own was $5Kish the first year and $6-$7kish after that
@pickledginger: $5500 Freshman year, $6500 Sophomore year and $7500 Junior/Senior year for a total of $27K for the 4 years. If parents do not qualify for the parent plus loan, then additional $4K/year - $5K/year is available for a student depending upon situation.
My kid#2 just got this same invite. Kid#1 got an invite and a few days later got a regents letter. So yeah you got in.
