UCSB to UC Berkeley. English to Peace and Conflict. Help!

Hello,
I am currently a junior at UCSB and hoping to transfer to UC Berkeley. Last year, as a transfer student from a ca community college I was accepted into UC Berkeley as an english major. I hadn't really expected to get in and was pretty blown away by Santa Barbara so I chose UCSB. Fast forward to now, I can't believe I turned down Berkeley. Also, I am becoming more and more interested in Peace and Conflict studies, which is another reason I am changing my mind now.
So, my questions:

Should my application be different since I am transferring from a UC and not a CC now? (I'm just in my first quarter at UCSB)

Should I apply as an English major or Peace and Conflict studies? (Which is easier for getting in? Can I definitely switch if I get in as one? I do have a much stronger background in English.)

Should I mention in my personal statement that I was accepted last year? (I imagine this would be easier if I'm applying for the P&C major, since I could describe how my interest has grown, and how Berkeley is THE school for the major.)

I have a 3.83 from my community college transcript and am doing well so far at UCSB (not that I'll have any grades when I apply)
Pretty much, I feel like an idiot for turning them down last year and am scared I have lost my edge now that I am not transferring from a CC.

Someone recommended I call Berkeley and talk to them about my situation. The idea of this makes me a little nervous. Who exactly would I call? Is this actually a good idea?

Any help would be greatly appreciated!
Thank you.

Aside from a random fluke happening, you have no chance of getting in to UCB because they only accept junior transfers and you would be considered a senior.

Berkeley is very hard to get admitted to; you no longer like Santa Barbara?
I would suggest you contact the “department” of Peace and Conflict studies and ask them. It’s definitely a conflict.

UPDATE:
I wanted to post on this again, just in case someone else tries this too.

It is true, Berkeley only accepts Junior transfer students. However, any student with less that 80 semester units can be considered a junior.

I applied to Berkeley in November (2012) as a junior transfer. When I transferred into UCSB, I had about 61 semester units. I went to class part time for the last two quarters (fall-3 classes, winter - 2 classes) and took this quarter off, so that I would stay under 80 semester units. (I could have have taken 1-2 more classes, but UCSB wasn’t offering any that could transfer into my major at Berkeley.)

It was a big risk to take just for a chance at Berkeley, but it paid off! I just got my acceptance into Berkeley for FALL 2013.

I will be technically repeating my junior year, but I can transfer up to 3 upper division classes into my major, so I will be a little further ahead then most juniors.

I’m pretty shocked and really didn’t think I had a chance. Wish I knew what won them over!

Well, that’s my update.

Good luck, Everyone!
