So how slim are my chances? UCSC has been my top choice. My safety schools are Cal Poly Pomona, CSULB, CSUF, CSULA, UCR, and UCM

Post your capped weighted UC GPA from your a-g courses 10-11th grades only. The cap is set at 8 semesters of UC approved Honors, AP/IB or DE courses. If you are unsure of how to calculate, you can PM me with your classes and grades.
If you did not retake the first semester of AP Biology to replace the D, then your D will be included in your GPA calculation.
Your Capped weighted UC GPA is also your CSU GPA, so it is important to know what your GPA is when applying. Unless you are local to Long Beach, Fullerton or CPP, these are not safety schools. If your UC GPA is not a 3.0 or higher, then UCR and UCM are not safety schools.

with a 3.5 to 3.7 - UCSC is pretty unlikely. All your listed ‘safety’ schools except UCR are likely to admit you. I’d add SDSU
If you are sub 3, less selective and non-impacted CSUs are your best target. Sac, Sonoma, SF, Humboldt, Channel Island would be among the candidates.

With a capped weighted UC GPA of 3.19, all but UC Merced would be Reach to Super Reach schools. UCSC is a Reach school.

Thanks for your input. I have been thinking about international relations as my major. I would like to know if my major would affect my chances of getting accepted into UCR, UCM, and UCSC?
UCSC does not admit by major except for Engineering, so you are admitted into the school as a “proposed major” and then you need to take required courses to declare your major by end of Sophomore year. UCSC does not have an International Relations major nor does UC Merced. As posted above, only 14.3 % of 2017 UCSC admits had a UC capped weighted GPA in your range. Consider it a Reach regardless of major.
UCR has a Public Policy major with a specialization in International/Foreign Policy and not sure how competitive the major can be but your GPA is well below the average capped weighted of 3.82 so a Reach school.
UC Merced based on your stats might be the only UC where you have a solid chance and you would need to find a major there that would work for your career aspirations.
I would target the Cal States that have some good International Relation type majors such as San Jose, San Francisco, Chico State, East Bay, Monterrey Bay, Sonoma State, Dominguez Hills.
For Privates look at Mills College, Cal Lutheran and University of Redlands.
For another private, look at Saint Mary’s College of CA. Their politics major includes international relations. You should get decent merit aid for your stats.
