What are my chances for UCSD?
As far as I can say, UCSD will be a high match for you. ECs seem fine, SAT and UC GPA are average. But since you’re in state, you’ve an advantage.
Actually, your GPA and SAT is below average (avg is 4.13 and 2018 respectively). the work experience and internship will definitely help you, but as a whole your ECs are a bit one dimensional considering that being members of clubs is meaningless and treasurer is not much better either.
If you’re going into an impacted major like engineering, I’d say low reach. Otherwise, high match

I read that UCSD doesn’t accept by Major? If I applied for neuroscience/physiology does that hinder my chances?
You are correct in that you are accepted into the University and not by major, so it should not make a difference what you intend to study.
