so I applied to UCSD with a tag agreement, but I won't be able to complete the IGETC by spring 2012 (I'm missing 1 class). Will they still consider my acceptance as a normal applicant, without tag? Can I still get accepted?

I applied as a biology major. 4.0 gpa, A's in all my classes. I'm missing an art class for my IGETC and I think i have the important lower division classes completed.

Well Biology’s impacted so it doesn’t affect you getting into your major because you can’t TAG into any bio major. Your TAG will be void, but it shouldn’t matter because as long as you have your pre-reqs done, you should be a no brainer because of your GPA.

well on my applicationr i said i would complete my IGETC by spring. I did the transfer update in january and I listed french 1 as a planned class (I’m taking it right now) thinking it would satisfy the art requirement for the IGETC but actually i needed to take french 11 (i didn’t know it at the time when i enrolled in my classes). When they check my application, will they now i won’t complete the IGETC by spring? or should I notify them? either way, not finshing an art class won’t really affect my decision right?

I would notify them, they don’t do IGETC certification the Community College does that. Telling them will void your TAG but they will still review your application as a normal applicant, I don’t think it would effect a person with your GPA and if your pre-reqs are completed.
