Inside the UC system, UCB>UCLA>UCSD>UCD(I think). If I am going to a UC school, UCSD seems to be a better option than UCD. Plus, UCSD is in a better location.
Rutgers is fine, but it is probably the worst option. It is great as a state university, but not as good as other choices.
