i was just admitted to University of Washington Seattle (biochemistry direct admission) and UCSD (biochemistry)

I am so confused which one should i choose?

I’m an international student and i want to learn more about cosmetics formulations

For this interest, you will also want to study inorganic chemistry.

Nonetheless, for biochemistry, UCSD offers a highly reputed program.

No true. San Diego is probably top 3 Biotech / pharmaceutical hub in the US. There are plentiful opportunities for your field.

just heard from some people that many biotech company around SD has just closed down after covid and many international student seeking for OPT flew away to other states or to Australia

Both are excellent for Biochem.
As an international, what you need is contact both the Career Center and the International Students Office and ask point blank, as an admitted international student, what kind of support they offer international students wrt internships. (No OPT without an internship first).
