UGA Honor Program, can I get in?

I really want to get into UGA EA, and hopefully the Honors program EA also, but just getting into the honor's program would be fine with me.
1340/1920 SAT (580W, 740M, 600CR)
SAT II's: 700 world history, 700 us history, 720 math II
GPA: 4.0 unweighted not sure about weighted.
Taken 11 AP classes out of the 17 offered at my school, passed all of them only one 3, the rest 4's and 5's.
Rank is 5/500ish, so top 1% in my class at a public school in Georgia.
My cum. avg is about 98.9, and I've gotten all A's in my gifted/ap classes(without the ten added points) except for I got a 95 and then a 99 (with ten) in AP calc bc my junior year, but that's my only B.
I have a few EC...
award winning JV and Varsity policy debater (semi-finalist in a few tournaments, plus at 1st year states) Also member of national forensics league
marching band, section leader
National Honor Society officer
Latin Club
Latin National Honor Society, Vice-president
Scholar's Bowl (academic bowl) JV captain
a few other random clubs like international club and a tutoring program and such.

What are my chances in getting EA to UGA? What do you think my chances are at getting "auto-admit" into the UGA honors program is? What about if I just apply by Feb.? Also, could I get into other schools like Tech, Emory, Vandy, or Duke?

Thanks :)

Hi…the middle 50% SAT for Fall 2011 entering Honor’s students was between
1430-1490. Average SAT writing score was 712. Out of 5,500 students admitted
the Honor’s College only enrolled 531 students. Your SAT is a little low. My suggestion
would be for you to take the test again in Ocotober or November and try to raise your
score. Also, if you apply EA and your SAT resonates with the Honors admissions you will
receive an invitation to attend an all day Honors Day at UGA. Good Luck and Go DAWGS!
