I’d get your ACT/SAT score up a few points to make up for ECs but pretty much half of this year’s graduating class at my school got into U of I with much less intense courses. Do you have ECs outside of community service? Hobbies? You have a likely chance of getting in if you’re not applying for engineering, URM status helps too (yay for latinos lol)

I think you have a decent chance with that GPA and ECs. I’d try to retake the ACT to increase your chances.
Stats aren’t that great, but you probably have a chance.
