Since the two are large State flags, to answer your 4 questions they are all yes.
UIUC has the cold, UW has the rain, whichever you prefer.
However, if you are resident of one of those states, you should take that State U, it is not worth the money to go OOS UG for med school. Each state school has large biased IS preferential for their state med school. UWs preferential is on a regional basis.

@mom2collegekids haha yeah if thay was the case I don’t think I would have been thinking too hard! but Due to some issues, uw and uiuc are similar in college tuition for me. actually uw is a very tiny bit cheaper. That’s why I said “apart from financial stuff”
