What are my chances for Umich?

GPA: 4.0 unweighted
AP courses: 5 by the end of this year (All my school offers)
Dual Enrollment: 8 by the end of this year (4 of the courses are in the computer science department at my local CC)
ACT: 28 (32 E, 26 M, 30 R, 24 S) (30 Super-scored) --Average at my school is a 15 Composite
Race: African American (Somalian)
State: Michigan

You should be fine. Michigan values GPA above all else. Your ACT is low but not that low. You’ve already shown you can do well in college classes with dual enrollment, plus your HS probably sends few kids to Michigan.

Your course rigor is good and your GPA too, but your test score is low. UMich does not super score and the mid 50 ACT last year was 30-34. Also Affirmative Act has been banned for admission. In addition, your HS historical admission record is not good. Hopefully your GC Lot and your essay may help you. Otherwise, it is a low reach for you from in state.
Look up the percentage of student body by race and you will see the number of African American students decreased by half after the banning of affirmative acts. Other races did not have significant change.
I’m confused. @TooOld4School it sounds like you are saying that my school sending few kids to Michigan will help me out. On the other hand, @billcsho sounds like he is saying that it won’t help me out that my school has a bad admissions record.
Michigan has made an outreach effort for under served schools in-state. If you are deferred it would make sense to re-take the ACT and try to add a few points.
Considering that the final decisions don’t come out until April and the test date is Feb 6, you will probably be OK. You should check with UM admissions to confirm. If you take the ACT with writing I doubt the writing scores will be out in time to make a difference. Hopefully it won’t be necessary.
Try to retake as soon as possible. The regular admission is rolling. Those that have below range score may get rejected earlier although the notice may come out later. Don’t take the chance.
