So there is a very strong chance I am attending Michigan next year as an engineer. I am a very social guy and really want to live in central campus, but from the sound of it housing is pretty random. How likely am I to get placed on central campus if I specify it as my top choice on the housing app?
If you are not in one of those learning community (residential program), 70% chance you will be placed in the North Campus either in the dorm or Northwood apartment.
Alright. Is the social scene in North Campus as poor as some make it out to be?

North campus sounds like the best thing for you being that you are an engineer. A majority of freshmen and engineers live on North campus, so you’ll meet a lot of people who are in the same boat as you.
It’s what you make it. North is definitely not as bad as people say it is.
The dorms in North Campus is not that bad. It was actually better than main campus in some point of history. But now, after renovations of most of the dorms in central and hill area, the dorms in North Campus are a little bit behind in quality (so as the dinning hall). For example, it still has no A/C in the room. It does have the convenience for Music and Engineering students. Nevertheless, the Northwood Apartment 1-3 became major housing facilities in the North Campus in the recent year. These apartment units may not provide the dorm life that you would expect.
