Assuming you are from OOS for UMich, if you can improve your SAT score, you may give it a try. Right now, your SAT is 100 below the 25th percentile for UMich and it is a reach.
UT (Austin) will be very difficult unless you are a Texas resident because they admit relatively few OOS students. You are in the ball park GPA wise, just bring up your SAT , also try taking the ACT as some do much better on it.

What are your parents saying about PAYING for the OOS publics on your list? Will they happily pay $50k per year for those schools? If not, you need to replace those with affordable schools.
Provided you can demonstrate interest, your stats put you in the range for. Tulane. On the down side, your SAT is a shade below the bottom 25% for Tulane, and next year admissions should unfortunately be more difficult because: (1) the USNWR ranking is 13 spots higher this year, which should further push up the yield (it went up a point last year at the old ranking!); and (2) last year’s class size was way too big, so they will likely need to pare down next year’s class. On the up side, your GPA Is very good and if you are correct that ECs and rigor are strong, that should help you. Tulane is all about fit and interest: if you are public service oriented and you can demonstrate it and write like you mean it, that will help a lot. Tulane’s core identity is service to New Orleans. Also, study the various departments and show specific interest in studying select subjects with particular professors. The admissions committee greatly values that. And to answer your question, yes you have “hope.”
