UMich: Reach
Wisconsin: High Match
UCLA: Reach
USC: Low Reach
UF: Match
UT: Low Reach
Miami: High Match

What is your current ACT since you said you are going to retake it?
Your GPA is below average for UMich but above average for UWI. Your SAT score is at around 25% for UMich and around average for UWI. So UMich is definitely a reach for you. UWI should be a high match.
Besides test score, you may want to strengthen your EC.

My ACT is a 28 which is off par with my SAT, but I’m studying for a 30

Try to bring up your ACT and SAT to 75% for UMich as your GPA is low. That would be 33/2200. For UWI, your GPA is fine, you just need to bump your ACT to 30/31 for a better chance. What is your intended major?

If you’re not a Texas Resident, you can count UT out. They have a top 10% rule for Texans and it pretty much rules out all other freshman around the country.

UMich: low reach
Wisconsin: high match
UCLA: reach
USC: reach
UF: match
UT: match
Miami: match

Sorry man but with that info, everything but UF and Miami are reaches

DeeGeeErBear: Is Texas really that hard to get into out of state??? Rough :/

No. DeeGeeErBear’s information is incorrect. UT Austin has a top 7% rule for automatic admission of in state students. After filling the quota by the top 7% of in state high school seniors from each school, the remaining seats are open for selection by other criteria. When it was a top 10% rule, ~5400 students were admitted under that path. With now the top 7% rule, the number should be reduced to ~3800. They have a total of over 38,000 undergraduates enrolled. That means there are over 5000 freshman enrollment this year outside of the 7% rule (increased from ~3000 when there was a 10% rule). The overall admission rate is 47% for 2012. The 75% for ACT and SAT are 31 and 2060, respectively. It is not that difficult if you can bump up your scores just a little bit.
So DeeGeeErBear’s statement is both outdated and wrong. The correct statement should be “Before last year, if you were a texas resident and was within top 10% among other seniors in your school, you were automatically admitted.”
