UMichigan vs UIUC pre med and engineering

Which school is better for both?

Both schools are excellent for either path. Choose whichever costs less for you.

I heard that Michigan has a better pre med program but I don’t see why

Pre-med is just a set of courses that one takes alongside any major.

Theoretically, one school can be better for pre-med by:

a. Teaching the MCAT material better in the pre-med courses so that you do better on the MCAT.

b. Having higher grade inflation relative to student competitiveness so that your GPA is higher when medical schools look at it.

c. Having pre-med extracurriculars more easily available (e.g. being near a hospital to shadow doctors, etc.).

d. Having its own medical school on campus.

e. Being less expensive for you (medical school is expensive, so you don’t want to bring a lot of undergraduate debt along).

UCB’s points are all valid. There will be no difference between Michigan and UIUC for points a and b. However, I think Michigan has the edge in points c and d. Point e should not be overlooked. If the OP is a resident of either state, the in-state option is the obvious choice, unless the OOS option neutralizes the cost differential with generous aid and/or scholarship money. If cost is not an issue, I think Michigan is the better choice.
