If I skip a question and run out of time, and do not have time to get back to it, is that question marked as wrong or is that question not factored in to my score at all?

If you’re referring to the old GRE general test, if you skip a question then that’s it. It’s not counted against you but you can’t go back to fix it. It’s to your advantage to guess.

If you’re referring to the Subject GRE, then incorrect answers are counted against you as a deduction of 1/4 of a point. You can, however, return to skipped questions as it’s a paper-based test.

If you’re referring to the new GRE general test, I have no idea, lol.

On the new GRE general test, it’s marked as wrong.

Unlike what denizen said, the old computer-adaptive GRE test did not allow you to skip questions. You had to select an answer before you got to see the next question. However, if you ran out of time before you finished a section, the remaining unanswered questions were counted as wrong.

The new GRE does allow skipping and seems to treat unanswered questions the same as wrong answers, so it would be in your advantage to guess (though no longer strictly required):
