I understand this forum may be a little biased, but...
Which one gives the best merit based aid?
I want to major in chemistry or physics, but I am from SC and only can go if I get a lot of money to go.

Here's very brief rundown:
2260 SAT- 790M 730CR 740 W
3.96 unweighted GPA
Took most rigorous schedule in my school's history and made all A's except B+ in spanish
AP- 7 fives and 1 three
tennis and violin
couple state level math awards and science olympiad medals
debate 4 years- couple of state level awards
Very involved in school clubs and community service

UNC is by far the cheapest but not sure how much merit aid is available. I suggest applying to all three as well as an in-state school and just see how the financial aid plays out.

UNC has hands down more merit aid available than the schools you listed. Be aware that there is no engineering program but if you are looking to do pure Chemistry/Physics, Chapel Hill is a great place (but not quite up to Berkeley’s standard).

hard to predict which will offer what aid, so i’d say just apply to them all.

also if you want aid i hope you are considering top private schools – they may have higher sticker prices, but also much more money to splash around.
