<p>My ACT score is a 21. Ive taken the ACT twice and both times got a 21. I want to go to UIC and major in Secondary Education and my teacher said it would be best for me to apply as undecided because i'd have a better shot at getting in. Thoughts or any advice on applying as undecided?</p>
