I am currently enrolled in a college as a freshman, but do not want to stay in this college longer than a year. However, only some colleges accept transfer students with only one year of college credits (30). Would I be able to apply to colleges that accept 30 credit transfers as a transfer student, and colleges that need a minimum of 60 credits i would apply with my High school grades ( i had very good high school grades and do not mind starting over). I am just wondering if i will encounter an issue with this along the application process. Thanks in advance.
If a college requires a minimum of 60 units of credit to transfer, it means College credits not HS credits.
It’s worth mentioning that most schools in my experience (particularly selective ones) require you to submit high school transcripts even if you have completed college work.
If a school asks for 60 units that means college units and you cannot use high school credits. If you’re desperate to get out of your school you could apply to schools that will accept you with 1 year (or less) of college credits, and then if you don’t like the places you get into you can enroll in community college, finish your other GE, and then apply to schools that require 60 units.

For some colleges, having taken only 1 college unit of credit will make you a transfer. For some other colleges, under a certain limit of college credit will allow you to apply as a Freshman. Is this what you are asking? If so, then you need to look up all your target college requirements for Transfers vs Freshman applicants.
^ This. Penn State allows you to apply as a freshman with <=17 credits. That will be different for other schools. Anything more and you are a transfer student. As to whether they look at HS info, google their Common Data Set and look at section D. If it says Required of Some it generally means required if < 2 years in college.
