Undergrad matter for MBA?? WILL CHANCE BACK!

I was wondering whether chances for a top 5 MBA program (such as Kellogg of Northwestern) wouldn't be as great if someone had a perfect GPA, high GMAT score, and plenty (3+ years) of work experience? My sister has a 4.0 GPA from Loyola University Chicago, a major in Healthcare Administration and a double minor in both finance and sociology. She got a 730 on her GMAT and got good experience as a hospital intern while in school and is now a hospital administrator. She also got her Masters in Healthcare Administration online and now wants to do a part-time MBA. What are her chances? Thanks, guys.

P.S I heard from someone that these top MBA programs only accept students from "tier 1" unis. This sounded ridiculous to my sister and I but since we don't know ANYONE in this field, we wanted to make sure.
