Undergraduate Merit Scholarships for Internationals

I thought that CMU doesn't give any form of financial help to internationals, but in the Common App they ask you:

"Carnegie Mellon does not provide need-based financial assistance to international students. As an international student, would you require a merit scholarship?"

Is there any possibility of a scholarship as an international?

Unless they changed it this year, [Carnegie Scholarship-Student Financial Aid - Carnegie Mellon University](http://www.cmu.edu/finaid/scholarships/university.html)
That’s the only merit based scholarship they offer to incoming freshmen. I would email/call the financial aid office to double check.
