I'm really interested in philosophy and want to have at least a minor in it. Currently my two prime college choices are Harvard and Oxford, with UNC-Chapel Hill as a safety and a good in-state tuition deal. Other colleges I was examining include Berkeley and Penn. What others would be good options for me? Specifically, my biggest philosophy interests are Political Philosophy, Logic, and Ethics.

NYU has the top philosophy program in the USA, I beleive.

UNC has a new joint PPE program with Duke that's pretty interesting, so it's good that it's on your list.
