Undergraduate Physics programs?

I am just wondering about what schools in the U.S. have the best undergraduate physics programs. Right now, I am looking for some SAFETIES to add to my college list that I would like so please exclude the following schools from the ones you could please recommend:

MIT
CalTech
Any Ivy League
Carnegie Mellon
Harvey Mudd
Any UC

Some distinctions:
Dartmouth and Yale do not have as great physics programs as the other ivies.

SB, LA, and Cal have the best physics programs in the UC system.

Finally, you should also add UChicago to your list of reaches as it has one of the best physics programs, as well.

For safeties, think of LACs and other State Schools. I believe Williams, Carleton, and Reed have strong physics programs (obviously, not really safeties). For State Schools, Michigan and Wisconsin have some of the best outside of Cal, with Penn State and Maryland having strong programs as well.
