So, say I have 78/90 quarter units when application rolls by next year, can I apply to the UC? How does it work? Can someone tell me?

You can apply for Fall 2012 if you will have 60 semester units or 90 quarter units by the end of Spring 2012. You don’t have to have a specific amount of units at the time you apply (except if you want to participate in TAG).
AP units count to your unit total, in case you have them.
Here’s the list that specifies the credit you get for each AP test passed with 3, 4 or 5:

Oh, so it’s just an estimate?

No, not an estimate. If you do not have 90 quarter units by spring 2012 for fall 2012 transfer you will not be accepted. If you are acceped but it is found that you did not take enough classes to meet this 90 quarter unit requirement then your admission will be rescinded.
