Universities not requiring GRE

Hello,
I am in search of a university in the USA offering Phd in Mathematics education ( For myself) and Phd in science education( For my wife) with no GRE test required.
My qualifications are:
1. BSc (Honours) Mathematics from University of Delhi, India
2. Master of Education (Mathematics education) from University of Southern Queensland, Australia
My Wife's qualifications are:
1. BSc (Honours) Biology from University of Mauritius
2. Master of Education (Science education) from University of Southern Queensland, Australia

We have done a web search and most universities require GRE score for admission at Phd level. The problem is that in our country no test centers are available to do the GRE test.
We need to know which universities do not require GRE tests and which can provide full funding for tuition fees and a stipend for living expenses as it is impossible for us to pay for the studies in the U.S. As for IELTS and TOEFL tests, these are available at test centers in our country.
Thanks
Regards

It might be better to contact universities and see if they can make an exception or some sort of equivalency in your situation. Most programs will require a GRE.

Is there any reason why you can’t take the paper-based GRE? I thought that that was the option for all students who are unable to take it at a testing center.

I know you said you wanted to stay in the USA, but most Canadian Universities do not require GRE scores for most of their programs. You may want to check them out if you cannot find anything in USA.

if ur from outside of canada(and even includes the states) most canadian schools will request the GRE though
