If you demonstrate financial need at a university, would you be more likely to receive a university based grant if you have good statistics compared to other applicants, or are grants not determined at all through statistics?

For example, (this isn't me, but just random students). Student A has a 3.8 and a 27. Student B has a 3.4 and a 24. Student A has a need of 20K. Student B has a need of 20K. Would student A get more need filled than student B at a school that doesn't meet all of it's applicants needs?

It depends on the school. Yes some schools do give preferential packaging to students to attract them from other schools. Your best bet would be to read the financial aid policies at the schools which you have applied. If possible you should also read the common data set so that you can get an idea on the average need based loan, what % of need is met, the average loan and the average student indebtness upon graduation.

With the scenario you are presenting, both students would be knocked out of the box for a student with better scores.
