Does the “Application Filing Period” at University of California at Berkeley from Nov 1-Nov 30 mean first come first serve within this time frame or as long as one submits the application by Nov 30 one has the same chance as the one who submits her application on Nov 1 (given all things being equal).

It’s the period during which they accept applications. If you miss the deadline, the application won’t be considered.
There’s no advantage to filing early.
As was said above, there is no advantage to turning your application in early but you also don’t want to wait until the last minute. There are often horror stories of the site crashing on Nov 30. Since Nov 30 is the Monday after Thanksgiving, you might aim to turn your application in on the 20 or 23.
I guarantee kids will be working on/turning in applications over the Thanksgiving weekend (maybe not as frantically as in the Before Times when they were all physically going to school and their million after-school activities and needed the time in front of a computer to finish up). Technical glitches happen - if you give yourself enough time between your submission and the deadline, 1) glitches will be less likely, 2) you’ll have more time to get them sorted out, and 3) there will be slightly less panic because of #2.
I’m with @lkg4answers: try to get it in BEFORE the 26th if you can.
When our children applied, the system crashed mid to late month, as students were finishing up high school tests, and starting their UC apps.
