University of Texas at Austin: Chances

I'd like UT Austin to be my mid tier school. I'll be applying In-State to their Engineering School. Here is an overview of my resume:

GPA - 3.83 (Unweighted)

AP Classes:

AP World History
AP Chemistry
AP English Language
AP US History
AP Government
AP Economics
AP Physics C
AP English Literature
AP Calculus BC
AP Computer Science (Independent Study)

About to be awarded Eagle Scout Award

Helped build Rice University's Urban Concept Solar Car for the Shell Eco Marathon
Heavily Involved in Church and Church Choir
Tutor Saxophone and Math to children in Middle School

IMPORTANT NOTE!!!
Although UT Austin shouldn't be hard to get into, I'm applying to the EE dept. which is 7th in the Nation. So feedback from those who know the odds of the Engineering school would be best.

No I got to an Ultra Competitive School so I’m not even top 10%. But still I think for the graduating class of 2014 UT has changed it’s requirements to top 7%, which is beneficial to me, because I honestly have a better GPA than most people in top 7% in Texas.
