My son received the EXACT same amount yesterday. We are from Pennsylvania and were also expecting to see a merit award.
Hopefully, we’ll see Merit in March.
We are OOS also. There’s a financial aid document with $$$ in his portal but it says Review Status: Incomplete. Are yours marked “Complete?”
Yes. only a few public colleges meet need of OOS students.
Good to know. I would think they would since a smaller percentage of their applicants are out of state, but I just looked it up and Utah understandably has more OOS than others schools. They are 30% and a school like Michigan State is 14%, so I can see how it would be harder to meet OOS need.

It’s merit not need for OOS. In past years I think the minimums based on ACT have been at or above the 75th percentile of applicants (29) combined with a relatively high UW GPA (I’m guessing 3.8-3.9). But who knows where they will go this year without using test scores. The lower end merit is typically an amount of $6000-$12000 for year 1 to discount the OOS premium of about $16000, with an expectation that you’ll get residency for year 2 onwards. But the path to residency and the low instate costs mean that even if you pay the full OOS premium in year 1 then the overall cost for 4 years (~$120K) can be comparable to instate costs in other states.

And those state schools that meet need ar highly competative. UVA and W&M meet need for instate only. UNC Chapel Hill, I read meets need also, but I have no experience with that school.
Ours neither. We did have to submit additional information about 2 weeks ago.

No. Originally (for several months) the website listed March 1 as the date but then at some point it changed to just ‘beginning in March.’
I’m still hoping that we hear something today. I know there will be enough of us checking that the word will spread on CC as soon as merit is posted.
Now the website says merit scholarship notifications will be sent out mid-March.

Do we know why some received their financial aid and others did not. Did we have to confirm our enrollment in order to see it?
