Have you guys heard about anybody doing this before?

Well right now I'm trying to do that.. I did my freshman year at University of Illinois at Champaign and did not do very well. I ended up with a 2.0 gpa and had a choice of appealing to the decision, if there was any reason behind my low gpa (which there was) or reapply a year later. I chose not to appeal as I severely dislike Illinois.. So I've come back home and now am going to a community college.

Only 9 credits were transfered into my community college. NINE!? I feel so bad for doing this as it's almost I went there for nothing. $20k down the drain.

So let's say I finish up and get my 60 credits and I hopefully bring my GPA to a 3.5 or higher. How is my first year GPA at Illinois going to affect my Community college GPA when I apply to transfer to another school? I failed my Macroeconomics class at Illinois, so that can't look good at all for me...

you didnt need to transfer your units to the community college, unless you are seeking a degree there. Assuming that you completed GE classes with 30 units at U of Ill, and complete 30 units at a CC, then you can just apply to another school and send them transcripts from both schools; that way, you are now applying with 60 units in hand.

Also, i recommend you retake that econ class and get an A in your CC

Hmm I never thought about that. I only compeleted 21 credits alltogether at UofI. I failed one (3 credits) and withdrawn from a 5 credit class. The rest of my grades I had ton of D's which is why I only had 9 credits transferred to my CC.

Won't that mean that other University's would do the same? Not accept credit from the classes I made D's in?

Your prospective four year university .... is definitely going to take into account all the GPA's you have earned at the respective universities you have attended.
