Unsure of whether to apply to ED to SEAS or CAS

So within UPenn, I really both SEAS and CAS and I would be happy going to either one because I was going to dual major in CS and Math anyways. I’m strong in both CS and Math but I’m not sure which side my profile leans. Also there is one other kid at my school who is going to ED to SEAS for sure and he has a higher weighted GPA (by a bit) and his ACT is a 35 and he has had an internship at Northeastern and got an award at PENNAPPS (UPenn’s hackathon) but his math isn’t as strong as mine and doesn’t have many sports/volunteer as me. Here’s some stats on me:

ACT (breakdown): 34 composite (35 Math, 35 Science, 34 English, 30 Reading, 32 Writing)

SAT II: 800 Math level 2, 790 Chem

Unweighted GPA (out of 4.0): 3.91, weighted 4.41

AP (place score in parenthesis): BC Calc (took in 10th grade --> 5), AP Lang (4), AP Chem (4), AP CS(4)

Senior Year Course Load: AP Physics C, Linear Algebra, Cyber security, Differential Equations research, Shakespeare honors, history honors

Major Awards (USAMO, Intel etc.): none

Common Awards: AP scholar with honors, Honor roll all 4 years, 23rd overall freshman in MA math competition

Subjective:
Extracurriculars (place leadership in parenthesis): Math Team (Team leader) 4 years, JV/Varsity Cross Country 4 years, JV Track 2 years

Job/Work Experience: Supervisor at Kumon 3 years, Internship at startup as a data analyst (used oracle and math) 1 year

Volunteer/Community service: Over 1000 hours in HSSUS (nonprofit, volunteer, cultural organization) as Chief Manager of Shrewsbury Chapter

Summer Activities: EMC Star Program, Certified Oracle Database Associate, Complete senior level math course at BU for college credits (CAS MA 412 - complex variables same as CAS MA 410 at UPenn) with an A

Other Courses in School: I didn’t take many AP classes because I focused a lot on the post AP classes in my school such as Oracle and Vector Calculus which are weighted the same as AP’s

Normally I would say apply to the school that best reflects your interests and talents, and the school for which you could write the most compelling essay in your application. Given that there is a very competitive applicant from your school applying to SEAS, and that your profile definitely fits very well into CAS Math major, maybe it would be more strategic to apply to CAS first. Are there any other students from your high school applying to CAS?

I don’t think there are, but I think I might apply to the AI program and have SEAS be my backup school.
