My high school doesn't weight their grades. Honors classes and AP classes are not taken into consideration at all, because it's considered unfair.
Because of this, currently, the highest ranked students in our class are people who have never taken a single difficult class and have easily attained perfect 4.0s.
As far as I know, the first 6 or 7 spots are tied, and few of them have taken a math class higher than Algebra 2 throughout their entire high school career.
I'm currently standing at around 9 or 10 with a unweighted 3.89. This isn't at all a true reflection of the rigor of the classes I'm taking, however.

A lot of scholarships seem to ask about rankings, however. Do they take into consideration that the rankings are not weighted?
