UPenn ACT and SAT Subject test submission deadlines

Hello,
On UPenn’s website, I see that for Early Decision applicants, they accept the ACT from the test date of October 2018 and sat subject tests from the test date of November 2018. I am planning on taking both of these (I have already taken the act and sat subject tests before and done fairly well, but I would like to improve my scores more, if possible).

I’m a little confused; when the website says that they accept the scores from these test dates, does this mean that I should choose the score report option for the act and sat subject tests to send UPenn the scores directly (before I even see my scores), or can I wait until I see my scores, and then decide to send them if they have improved? If I chose the former, they would see my scores sooner (which would be a “pro” as I am applying early decision). Yet, I would like the safety net of only sending my scores if they are improved, which is the latter option. If someone could please explain to me which of these options UPenn means when they say they accept these test scores, that would be greatly appreciated.
Thank you!

You should send it ASAP for the Nov score.

With the Oct ACT you are safe to wait for scores before sending. With the Nov SAT, the issue becomes whether scores will arrive in time to be considered. It is thus recommended that you identify Penn as a college in your test application to automatically received scores upon release, and thus send them before knowing the scores. That results in the fastest form of delivey – College Board sends those scores about two days before they are released to you online. Waiting to order scores sent until after you learn your Nov scores may result in the scores arriving in time, but you have a risk they will not.
