<p>OP, the reality is that asking your peers who know very little about admissions what your chances are is pretty useless. They simply have no way of knowing what the entirety of your application looks like or how it would be viewed by AOs, so they just toss out random opinions that are rarely, if ever, backed by fact. According to the Accepted Students stats for 2012, your SAT is equally low for both Brown and Penn. Generally, accepted students who are below the 25/75% stats for a school are recruited athletes, have parents who have given millions to the school, etc. There is no way anyone here can give you an accurate read for your chances since the information we are missing is sometimes the most crucial to determining your chances holistically, the way Penn and Brown admissions officers do. But, you should definitely find a couple of TRUE SAFETY schools (where you can be happy attending, you can definitely afford the tuition, will definitely be accepted and where your stats are in the top 25%). Past that, just know that you can apply anywhere, but if your stats are not in the top 50% at least of a school’s accepted student’s stats, your chances of acceptance are low, though certainly not impossible if you fit a niche the school wants to fill.
