<p>It means they consider you the same way no matter what level of financial aid you need. If you're international, it's very hard to get in if you need alot of financial aid.</p>

<p>it's not, cuz they got no fed $ for intl students. I also think that penn happens to be on the generous side when they give money. not as good as harvard, but still pretty decent</p>
