The course description for all the upper division history courses says that the classes were designed for juniors/seniors. Is this rule strictly enforced or can sophomores join and do fine?

I took one as a Freshman and I did fine. No one enforces it and professors don’t care as long as you do the work and the readings. The reason they recommend it to upperclassmen is because they are prepared for the work level. If you think lower divs are super easy and hate the hand-holding discussion sessions, then take some upper divs.
