<p>Leave it off. It just sounds whiny and it is more nitpicking than they care about. Overall it leaves the impression that you didn’t deserve to be ‘rounded up’ and kind of highlights that. Suck it up.</p>
<p>Don’t include. It sounds like you are making excuses and blaming the teacher.</p>
<p>Colleges understand teacher subjectivity. If the rest of your academic record is strong, they will most likely see that this was an unusual situation for you. Unless there were severe circumstances that led to a grade (extended hospitalization, trauma, etc.), they typically don’t want an explanation for grades.</p>
<p>Leave it out. The “additional comments” section is for situations where you received an unusually low grade due to outside circumstances such as family problems, health issues, etc. – not because you were right on the borderline and your teacher didn’t round up. The difference between one C+ and one B- in your cumulative GPA isn’t very significant anyway.</p>
<p>If they’re actually interested in looking at each individual grade on your transcript, they’ll be able to see that you improved your US History grade to a B+ spring semester, which is an upward trajectory that works in your favor.</p>
