<p>My friend is a permanent alien of US , he has just got his green card , he has been a resident of India till then and will complete his XII grade in India . Following are the questions he wants help with -</p>
<p>Q1 - He hasnt given SAT exam till now ( as of 23 Nov 2008 ) and is planning to take the exam in May 2009 . He wants to know if it is possible for him to get admission in a university in california for FALL session of 2009 and if possible , suggest some names .</p>
<p>Q2 - Will he have to take TOEFL exam as he is currently permanent resident of USA ?</p>
<p>Your friend would do best to start learning to look things up for himself. He will have to look up lists of colleges in CA, then look up the applicant requirements for each school on their website.</p>
<p>In the US, it is customary to apply in the Fall/Winter of 2008 for acceptance in the Fall of 2009. So most people are taking the SATI and SATII’s in the Spring and Fall of 2008, so that the scores will be available by admissions deadlines which are usually, but not always, in December 2008 for Fall 2009. Exceptions to enrollment deadlines are schools that have rolling admissions. Another exception is SAT-Optional schools, which do not require SAT scores for admission at all.</p>
<p>I am in CA, but I do not know of any schools that do require SAT or ACT where you can attend in the fall if you are not taking the SAT until May 2009. That does not mean it doesn’t exist, but I haven’t heard of it. Only thing I can think of are schools that will accept you for early admission based on transcripts alone. USC is one who will accept you as a Junior. But I am not completely certain if you must have done the SAT or not, now that I think of it. It is possible they take the PSAT, since there must have been some reason/means my kid got a letter from them. </p>
<p>I do not think that UC’s are likely for your friend because of deadlines. Perhaps he should do a gap year and apply for Fall '10, or maybe schools that take Spring '09. </p>
<p>Most people, like me, do not know what XII grade means since we don’t have it. Hopefully schools will. Most overseas kids from India who are applying to US schools know to take the SAT’s in time. So maybe you are meaning he is out of synch with Indian schools too.</p>

<p>You can search the list by state. California has a number of schools that are SAT optional, including Pitzer and Humboldt State.</p>
<p>At most colleges the fall semester ends right before christmas and the spring semester starts towards the end of January. In between there is something like a 4-week winter break. Most colleges don’t offer classes during that time period. Of the colleges that do offer classes, some only offer “personal enrichment” classes (dance or fine arts or…) rather than serious academics.</p>
<p>If your friend knows where he will be living when he moves to California, he should find out which community colleges, four year colleges, and universities are near that location. Many community colleges are open admission and students can enroll as late as the first day of class. If your friend enrolls at a community college, he can start there in the winter term and he won’t have to wait until the fall. Some four year colleges and universities also accept new students for the second semester, but your friend will have to ask whether this is possible at each place.</p>
<p>If your friend wants to apply to college before he moves to the US, and will choose the place that he lives based on the college that admits him, he needs to do the same kind of research that other international students need to do. They will have a lot of good advice for him.</p>
