Yes, if you are a US resident you are eligible for federal aid and college scholarships that are directed to residents. You generally apply at the end of your junior year (11th) and the beginning of your senior year (12th). For federal aid and college grants, you'll just have to do the financial aid paperwork (FAFSA and/or CSS Profile). Then, they will let you know. For scholarships, it depends. Some require an application, grades, test scores, etc...

Chimera,
You need to use the Internet to find some of the many sites that will provide you with an overview of what you need to do to apply to college in the U.S. You can find some such Info from the CC homepage. You also probably can find other good info on the College Board site. And you also can find some good info on the CC boards by reading the boads, not posting and expecting people to provide you with very basic info.

Also check the admissino area of the web sites of American colleges. You'll get lots of good info there, including about financial aid.

There's no one here who is going to be able to take the time to lead you by the hand through the process of applying to colleges. People can offer good advice, but first, you have to do the basic legwork for yourself.

What you're expecting anonymous strangers to provide you with is unreasonable.
