Call Upenn And Ask

From upenn.edu:

"TOEFL Examinations
In addition to the required SAT I and SAT II: Subject Tests, all students whose native language is not English are required to take the Test of English as a Foreign Language (TOEFL) administered by the College Entrance Examination Board, Box 899, Princeton, New Jersey 08540. Results should be forwarded directly to the Penn Admissions office. Contact Educational Testing Services for more information."

Further information would require you to call them.

You need Oct 2007 or earlier language SAT for it, Nov has to be rushed and is still behind the postmark deadline. You're showing them that you havent planned ahead, which will prolly hurt your chances.

They take like one person from Canada every year and defer/reject, so you'd have a much bigger chance applying to just Wharton.
